Taxe de Sejour, in english. Where does it go if you don't have a number?

Hello, My questions is. If you do not have a TDS number as yet. (pending)  And Airbnb have been taking the TDS money for a while, where is that money going? How is it possible for them to give to the corresponding city if there is no Taxe de Sejour number as a reference? Does the money end up in the cloud or in airbnb pocket.  Been wondering about this for a while... Thank you for your time.   Nice 06 France.
