Why won't a listing 'PUBLISH'...when it clearly states..."You are ready to Publish...click here"...

Hello.  I am new.  My first listing (I have five rooms to rent), was easy.  Done.  Second one, easy to set up and it said, You are Ready To Publish ~ but when I click the PUBLISH NOW button, it takes me back to Step One...over and over and over again.  So, I started listing number 3...and got through the information and it also said "You are ready to publish"...I clicked...and yet again...back to STEP ONE.

I am very frustrated.  Then in my email 'inbox' a note from Airbnb saying, "You are Ready to Publish"...what are you waiting for...or something like that.  

HELP PLEASE.
