AirBnB Refusing Refund - Major Disruptive Events Policy

Hi all,
 
I am looking for some advice for my partner (as an AirBnB guest). She/we have all 5-star reviews (for both as guests and hosts)....so her treatment is a bit of a shock.
 
She is currently overseas in her home country and booked an Airbnb for 5 weeks (not cheap) to recover from surgery.
The Airbnb was advertised as a quiet and peaceful location and is in an apartment complex.
She has had several issues since the start of the stay.
After 2 days, the issues were unbearable to deal with, so she has now moved to alternative accommodation.
 
Issues include:
1. The complex is located next to an events centre which has had loud events late at night.
2. The area is losing power for 6-8 hours per day, and there is a very loud generator running during this time for another building.
3. There has been a leak from upstairs resulting in pooling water in the kitchen (there has apparently been somebody sent to fix this today).
4. There has been periods of no internet/WiFi access while the power has been on.
5. She continually is noticing dirtiness the longer she stayed there and it appears it was not cleaned prior to her stay.
 
She has approached the host with the issues, but they are refusing to provide a refund of any sort.
 
She has also been in contact with Airbnb, as it appears some of the issues would fit under the "Major Disruptive Events Policy - Large-scale outages of essential utilities."
Airbnb is claiming the issues do not fit under this cancellation policy, and therefore are relying on the Host to approve a refund.
 
Just wondering if there is anything more that can be done in this case, or next steps anybody would recommend?
