I guess the answer is it depends what rule the guest is breaking and how they are breaking it. There are some rules that are really unrealistic to enforce. From your post, I gather that you allow guests to bring pets but enforce a rule that they cannot be left alone in a room?
That's a really difficult rule to enforce. You can ask the guest to leave because they are breaking the house rules, but how do you know they are doing this because you will need to provide proof.
Breaking rules like smoking, unauthorized guests or parties I suppose might be a little bit more straight forward to deal with. But in this situation, I would really let this go. If you allow pets, you have to know that people will sometimes leave their pets alone. I also accept pets, but I also know not to furnish the apartment with anything I can't bear to see ruined (hardwood floors and washable rugs!) If this really bothers you, you might want to reconsider your pet policy.
