@Jing153   Who are you thinking could enforce your local regulations?  As @Lisa723 and @Helen3  have posted, as the business owner you are responsible.  Perhaps you could add a message to your listing advising of the current New York Covid 19 regulations.  The challenge is that for all of us, it is a changing situation.

As hosts it is our STR business so up to us not to accept bookings if they don’t meet local Covid regulations .

in the UK there are fines and legal action that can be taken against host that break Covid regs relating to STRs - does the same apply In NY @Jing153

@Jing153 in your shoes I would first confirm with the guest where they are actually coming from. Sometimes people's profiles show locations where they no longer live. (Maybe you have already done this.) If they are in fact coming from Texas I would forward them the government quarantine information and decline the request.

Thank you @Lisa723 . That's a good point that I should ask for their current location. I mentioned to them about the travel regulation. No further request. Before I was hesitated because I don't want to hurt my rating.

@Helen3 @Linda108 @Lisa723 Thank you so much for giving me those advice. I didn't accept the booking and feel good about it. Before I only communicate with my potential guests about my cleaning process regarding COVID-19. Going forward, I will also mention currrent New York Covid 19 regulations. Hope this can  make it clear for them before they request booking.

Happy to help. @Jing153 Probably worth mentioning them up front in your listing.
