Requests for funds from a guest.

I live in Redding, CA and the city of Redding charges a transient occupancy tax (TOT) to anyone who travels here for short stays. This includes hotels, etc. It was suggested to me to collect this tax through our Request for Funds option. I have used this option successfully most of the time. However, a small number of guests can't find the request. I don't know why or what to tell them other than click on the Messages tab and then click on Notifications. For some reason a few guests still can't find the request. Can anyone help me to give them better information. (One thing I have learned is that you can't access this request on your phone. You have to be on your computer.)
