Can someone explain how this behavior is normal / expected?

Trying to send a change request to a guest and this is extremely confusing. Here is a video showing the bug:

Hi @Jesse184 ! thanks so much for raising this. I was able to reach out to the technical team for advise , and it seems like this is eventually a bug and unexpected behaviour. Hopefully, the relevant teams will be looking into solving this.

Its sad that all we have is "hope" when there are technical issues, and there is no way to do a bug report directly.
