Fastpay. Is it available?

I live in the US and have been trying to set up Fastpay but there is not an option to set it up in the Payout Methods. I have contacted customer service and they just send the link saying to add it as a payout method.  

Then I reached out for a 3rd time and was told to use the Payoneer option and I can enter my visa or Mastercard there to verify if it's an eligible card. Again, incorrect info.

I sent one last message asking if it's just not available? Maybe it's not completely set up but the info is on the app? That would make sense. I wanted to verify something, anything, but Mr Ambassador is either ignoring me or he is asleep at his desk because he has no interest in trying to assist me.

Or, am I completely missing something? Maybe, but I doubt it.
