I would like to offer a 50% discount for people from the south of Israel that need to relocate in a safer place like Israel
Is it possible to publish a special add and to check where people come from?

You've already altered your listing to say you're only offering discounts to Israelis's rather than all those affected by the atrocities being carried out by both sides so not sure why you're asking for advice here @Julien815 

it isn't positive discrimination to discriminate against Palestinians.
