Cancellation/Refund Policy for Different countries due to Corona Virus - Covid-19 Pandemic

Hey,
I am from India and my country went under lock down on 25th March 2020. 
I have my room booked for entire April 2020 month which got concelled.

Is there anyone else from different country facing the date issue and concerned that if he/she will or will not be included in the
relief fund policy ?

I was told that what I paid won’t be refunded, how’s that though I’m in South Africa
