Cancellations

We currently live in one of the few covid free places in the world (Perth Western Australia) which also happens to be the most isolated city in the world. We have people coming from Victoria which has covid and will not be able to enter the state, nor anyone else for months to come. We want to free up the dates but not get a penalty from AIRBNB. The people booked in are adamant they want to wait till the last minute until they cancel (2 weeks). But there is no way they will be able to come in. It is almost impossible for WA residents to get back into the state let alone someone coming to a wedding. We only have a moderate cancellation policy and have now made it longer. In the mean time what do we do?. Any thoughts?

@Peter3161 how will WA go when they are all travelling again? In SA we are still well below the 90% the government wants b4 they stop with lockdowns etc.
