@Amber671 While I am not located in your state, I am located in a semi-rural area with lots of STRs but not many agencies. I have never had good luck with agency cleaners, and for the past 15 years have had self-employed housekeepers. Whenever I have had a housekeeper leave me (got a full-time job, retired or had too many regular jobs to do STRs) I would contact the women’s groups in the local churches, post on Nextdoor or a similar app and talk up via word of mouth my desire to hire a new housekeeper. I usually have success in just a few days, and am able to vet and hire fairly quickly. Please be aware that I do not just hire the first nice lady…I arrange to do a clean with her, take her through my expectations, and determine what products I will provide to assist her in the turnover.
Perhaps this route may also work for you, especially if the local agencies are not responding. Good luck!
