How to report scam listings???

I was recently looking to book a place near a college for one of my daughters as she is considering this college.  This person had the SAME PLACE listed 3 different ways with 3 different prices.  How do we report this???  I feel like this is a complete scam since what if the place gets triple booked, then she can just cancel (LAST MINUTE) on the person who just so happened to book the cheapest listing but gets to keep the most expensive listings booking.  It's totally immoral and wrong.  That leaves the one family out with no shelter!
