Request to book Border restrictions

Good Morning.

I have a request from someone to book

She requested 9 guests but has written 13.

West Australia has  border restrictions in place and I cannot accept this booking.

What should I do

Is there any reason you cannot just decline the request?  Does your listing state the current regulatory limits?  I would just respond with a kind message that expresses appreciation for the interest but declines due to regulatory restrictions.
