Sending a request to book after I declined the inquiry

I declined an inquiry and the guest was able to send a request to book. Same dates, same messages, same booking. 
i thought if a host declined an inquiry that it stopped the guest from being able to request to book.  I am not IB.

@Lori2742 We have had this happen to us, too. After the second decline we reported the guest and blocked that guest. We blocked that weekend also, we do not need the money enough to get a renter who is obnoxious enough to do that. They can have a friend request that date that they want, and we would not know.
