The "pre-approve" feature seems like a useful tool in theory. But the only times when you get an Inquiry instead of a Request are when the guest clicks "Contact Host" instead of "Reserve." That's a reasonable thing to do if you need to ask a question before making a decision, but it's not the process you'd use if you were genuinely ready to book. There are a lot of scam operations right now using the Inquiry form to target thousands of hosts at a time, so I don't recommend pre-approving any of these. It actually doesn't affect your acceptance rate if you choose not to pre-approve an inquiry; the only thing you're obliged to do is write a response to the initial message.
When Airbnb contacts you about a problem account, definitely take that seriously. But also keep your guard up about the accounts it doesn't contact you about.
