Why doesn't Airbnb require all three identifiers to be in place before allowing a booking request?

Why doesn't Airbnb require all three identifiers to be in place before allowing a booking request?

We run into this a lot and assume most others do also.   It really eats up our time to respond when we have to wait for people to go back and make sure all 3 identifiers are in place.    We will NOT rent to anyone who does not have the 3 items confirmed: Identity, email address, and phone number.
