Why is Airbnb giving full refunds to American bookings in Canada?

I have had two cancellations this morning for American guests, for which Airbnb has issued full refunds. I have carefully read the Extenuating Circumstances policies, and also the email I received saying I "could" if I "wished" grant full refunds for COVID-19 related cancellation requests (sent in response to the first request) but didn't have to. I am not aware that Canada is a destination to which or from which Americans are currently restricted.

I feel for my guests because I myself am currently trapped regarding an upcoming trip to Europe. I can actually cancel my Airbnb bookings but cannot change my airline tickets (at least not in a way that allows me to travel in a period that I have free) but surely a 50:50 "spread the pain" policy would be more fair?

Am I missing something?
