Why does Airbnb charge the host $50 when we decline a reservation? Is there a setting for that?

You are mistaken, the "fine" happens when you cancel a reservation.

Do you have instant booking turned on? If so, and a guest instant books, you can't decline, only cancel. Perhaps that is what is happening?
