Guest with covid

So I have a guest who has tested positive with Covid, where do I stand now? He’s refusing to pay and said the government will pay, but I don’t see any information on this. Does he have to stay or can he drive home? Can I make him leave or do I have to let him stay for free. 
any help would be so helpful. In new to this so I’m kind of stuck

But he has already paid to Airbnb when reservation was confirmed.

You can cancel the reservation, as he guest is infected with COVID (extenuating circumstance)

But better contact Airbnb and ask them to cancel.
