Host service fee

I'm a fairly new co-host and don't understand the airbnb host service fee charge.  I see Airbnb takes the host service fee prior to sending out payment, but I see it taken out again by the property manager from the payout received from ABB.  Is this correct because it seems like its being charged twice.
