Resolution Adjustment not charged against originating Reservation

I have experiences an ongoing unresolved situation with Airbnb, with no support at all from Airbnb Support beyond scripted responses. We approved a refund from one property we manage to which the original payout was made,  and the the chargeback was taken from an entirely different property we manage (different owners) and different payout method. Airbnb refuses to reverse the transaction which could be very easy for them, their suggestion I call Paypal (The payout method) or ask the other owner to give me the money back. No acceptance of their error, not to mention an accounting nightmare! I'll never offer a refund again. How can they take this action and get away with it. Has anyone had any success in getting them to reverse such a transaction, and do I have any recourse against Airbnb? The deficiency has real world consequences. Resolution adjustments are not being charged against the originating reservation, which would allow splitting the charges against the payout accounts according to the payout rules. Instead they are being charged directly against payout accounts with no regard to the reservations (and therefore not against the relevant property, for multi-property hosts), but are arbitrarily applied against a single payout account.
