90 minute time restrictions to access and download ABB files

Has anyone else requested a copy of yearly payment files only to go to open them at a later time to discover that one must do this within 90 minutes as access to that information expires after that time limit?

Who comes up with these time limits?

One can only assume they don't have a very busy life or are on a computer all day unlike some.
