Discounts for repeat guests

I am interested in offering my past guests that had no issues during their stay a discounted rate for new bookings.  

Wondered if this was available and if not how to request.

- You can sent a guest a special offer, but first the (returning) guest needs to make an inquiry on your listing.

OR

- If a returning guest messages you they like to book again, you can set a discounted rate on the desired dates.

There is no option to offer past guest a discount for new bookings.
