San Mateo County Unincorporated renting rules

If the County is not allowing short term rental in unincorporated areas of the county , why some Airbnb still renting and advertising for short term rentals (less than 30 days)?

Maybe some individuals haven't gotten the memo? I doubt Airbnb could keep track of the latest laws concerning rentals in millions of localities in over two hundred countries. They are not Interpol.
