Hi Anne, I just saw your post whilst searching for special offers myself. In your two cases, I'm guessing that in the first case it was a booing enquiry and in the second case perhaps an almost complete booking (?)
In order that your options to respond are different, the expectation would be that the guest parameters differ.
In the past I've noticed that bookings which might want to start on the same day that previous guests leave (whilst we have a day set aside for turn around) the option to accept or decline has been sent.
