Where do I start?

I’m thinking about renting out my own 4 bedroom property with small expectations for high demand but with the potential for it to grow and for me to consider it a much more serious opportunity. I will not be living in the property while guests have booked. 

That being said I’m struggling to get started. Can someone guide me in the process I need to take, for example.. 

-Do I need planning permission? 
-Do I need my own insurance or is what air BnB covers enough? 
-Am I no longer entitled to sole ownership (25% discount on council tax) 

-Is there any other things I need to consider like fire risk assessments and what do I do with the information?
