Why does Airbnb issue a 1099 for Foreign Property? Double Taxation Mess

US Taxation/double taxation question:  I live in the US and have a 2nd home which we rent as an Airbnb property in Finland.  In past years I've filed the Airbnbn income in Finland and got taxed there AND then reported it as foreign income in my US taxes (and didn't get taxed again). 
This year for some reason Airbnb issued a 1099 as if were US rental income.  My US tax accountant said we have to fill out schedule E and reported as any other US rental income, not foreign income.  But then the Finnish tax authority told me I have to report it in Finland since the property is in Finland.  Basically now I'm having to report it and get taxes in 2 countries?!

This should be a very common situation for Airbnb.  Any advice?  Why is Airbnb issuing a 1099 which forces one to report as US rental income?!
