Can I pick and choose when I want to do a cleaning fee?

I have an apartment that I don't live in. During the summer (busy season!) I had a cleaning fee because I had to hire someone to help me clean as I had so many guests. This also helped me get longer bookings. Now that it is the slow season, I want to remove the cleaning fee from Dec-March only as I am happy to get 1 night bookings.

If I remove the fee now, people who book a year in advance will not have to pay the fee during my busy season.

Why not just build the cleaning fee into your nightly rate? I think that is the only workable solution.

I think airbnb takes Feedback so I would like them to just make the cleaning fee something that can be changed seasonally or night to night as the rates can be changed night to night too! Or can I create a "special" where I waive the cleaning fee for the month of January on all bookings? I recently got an email from airbnb that they are doing 10% off specials so it would be cool to have the special be that the cleaning fee is waived for a booking.
