What does "Booking" mean -- guest request or host approval?

If a cancellation policy reads, "Free cancellation for 48 hours after booking," what does the term *booking* refer to? The moment that the guest requests to book or when the host approves the request?

I would imagine the 48 hrs is counted from the time the guest receives confirmation. So it might not even be when the host accepts, but when their payment is charged.

Definitely not from the time they sent the request.
