Cancelled reservations are not typically allowed to leave a review.

Have they notified BNB that they have cancelled?

yes, they can. unless they cancelled it before check in or actual date.

In my case I had a guest pay for 2 and show up with 4.  I sent him the change and let them in.  Then a few hours later he declined the change.  In the morning he cancelled.  I was not able to leave him a review and he was not allowed to review me either...so it sounds like sometimes they can and sometimes they can't.
