Who can see emergency contact?

I would like to add my emergency contact to my profile. However, when I spoke to him about it, he asked me to just make sure his contact information is not published and is only disclosed to the host in an emergency. It this age of mass/predatorial marketing, I understand his concern. So, who can see my emergency contact information?

I've been hosting for 7 years and I've never seen a guests emergency contact information.  All I ever get is the guest phone number.
