Rented out our cabin and guest hooked up the power from the house to their trailer without asking. Can I charge for this?

I don't see that you have prohibited this under your Additional House Rules? You would assume that guests would be courteous and ask permission first; but they don't. You'll need to add this to your Additional House Rules to help avoid this situation in the future. Without a House Rule, it will be difficult to get reimbursement from the Guest.
You could mention this in their review, but I would wait until they post theirs. Since you are a relatively new Host, you may not wish to seek reimbursement in order to prevent a negative review. The guest can complain that there wasn't any rule saying they couldn't do this 😥. If it's in your House Rules, guests have to agree to abide by them when they book.
Sadly, Hosts need to spell out important issues under Additional House Rules. This allows you options when a guest violates them.
