Adding a new payout method

Has anybody experienced this issue?

About a week ago I attempted to add a new payout method and have been unsuccessful. I already deleted the default payout method which was a bank account. I am currently using a Payoneer credit card for the payout method but I want to add a bank account as my payout method and Airbnb support hasn't helped me with this issue. In their last message, this is what they said:

Here are some common issues and how to fix them:

Tax info needed. You might need to provide your taxpayer information first before adding your payout method.

Phone verification delays. If you’ve recently added a new phone number, you may not receive verification text messages right away. It can take up to 14 days for the new number to fully link to your account.

Too many attempts to add a payout method. There’s a limit to how often you can try adding a payout method. If you exceed these limits, you’ll need to wait 24 hours (for daily limits) or 7 days (for weekly limits) before trying again.

Max 10 attempts per day
Max 40 attempts per week

I haven't changed my phone number and I haven't been prompted to add tax info nor have I attempted to add a new payout more than 10 times a day. 

Has anybody experienced this very frustrating problem and what suggestions do you have? I need help please😫

What error message are you getting when you try an add a bank account?  That would help to figure out how to fix does the systen not allow you to add any payment type?  Does the computer not recognize the bank?  If the system doesn't like the bank account number do you have a debit card tied to that account, Airbnb's computer will take a debit card to be linked like any credit card and your Payoner card is similar?
