Can't Access Help Center?

Anyone else getting this "503 Error" when trying to access the Help Center? It's happening on the desktop using Chrome and Firefox:

It does appear to be working, but the response time is pretty slow, but will result in the correct landing page after about 5 seconds. Prior to this, it would hang up for a minute or so, the display the error code 503.
