Just want to know do I need any licence or permission from govt officials if yes then from where and how. Please help and thank you

So one thing which is required I believe is registration on a government portal called as Nidhi 

https://nidhi.tourism.gov.in

as per my knowledge this is required.

note -I’m talking for home stay options here !!

Thanks @@abhijeet13, I have tried with uttrakhand tourism board and you are right it is only homestays.

But I want to run 2bhk flat in apartment many people are doing so in Dehradun but uttrakhand tourism board says they all are running illegally because govt don't allows it yet. But also told they are working on laws so flats can also be get registered.

Thanks @Bhumika, But my listing is not active yet so there community is not accepting my request right now so waiting for my listing to get active and then I'll try.

Main problem I'm facing is that I want to run 2bhk flat in apartments so Airbnb guided me to visit uttrakhand tourism board for registration but they don't have any procedure for permits right now for flats they only register for homestay. Secondly, there is a service provider company which can apply for licence for bed &breakfast which is approved by state and central govt under pan India but Im still not satisfied with them as I have researched it is also like homestaya but I described them about my property, they say it will work for flats also in Dehradun, Uttrakhand.
