Hello,
I've read through multiple threads on the topic of cameras in garages and have seen conflicting awnswers from Airbnb agents. We have a camera mounted on the wall inside our attached garage. I've seen other rentals that have garage door openers with built-in cameras. Is it ok to have these as long as they're disclosed? If not, how can an owner/property manager keep an eye on who is coming and going and if any occupancy rules are being violated?

Personally I wouldn't have an issue if I stayed in an Airbnb that had a camera inside the garage (as @Jeanna27 has indicated), but as a host I wouldn't put one there.
The policy that @Dawn241 posted could be interpreted as banning all indoor cameras, including those in the garage. If someone complains to Airbnb that there's a privacy violation, your listing may be suspended while Airbnb investigates. If you read the posts here, you'll see that the investigation can take quite a while and be quite stressful and disruptive for the host (whether they are in the end found guilty or not). So it's not so much about whether the camera negatively impacts your guests, but more about whether any of them may allege that it does.
It would be better to place the camera outside of the garage and to disclose it in the appropriate way in the listing. The "garage door opener cameras" that you mention, will be outside of a garage (not inside) and are therefore allowed.

cameras outside are allowed and they must be disclosed. This is how you monitor people coming and going.

I think inside garage cameras should be ok. If someone is violating your property, and/or theft or even breaking in, then this is an added layer of security for everyone involved. Safety First in my book.
