Someone who is new to Airbnb with no reviews is not allowed to Instant Book if you have the optional settings for Instant Book turned on.
Many Hosts do not accept guests new to the platform; especially for longer stays (your min stay is 14days), as they you could have issues with someone new to the platform as you have no previous reviews from other Hosts to gauge whether you would like to Host them.
I don't suggest someone with longer stays like you have use Instant Book. Too much risk in the current environment with Airbnb not removing retaliatory reviews. If they break House Rules or cause damage, you could be facing a retaliatory review that you can't get removed. This will cause major issues for your listing as you only have 3 reviews.
Up to you if you want to Host this person, but I would ask A LOT of questions. If you don't feel comfortable, politely decline the booking and mention you do not accept guests new to Airbnb with no previous trips/reviews.
