Hi Everyone,
I have a 1/2 acre parcel of land with a very nice water view in Manassas, Prince William County VA.
Unfortunately, the land is not buildable.
Can I rent as a STR a trailer on wheels with all private utilities (water, sewer, light, wifi).

Sounds lovely! May you put a rental trailer on this parcel (Short term or long term) - an excellent question.
The answers will most likely will be easily found at you local city hall or county planning office if not in the city limits. They'll easily find your parcel on the map, and check the zoning. If they say you may with a public hearing (I did this process) you follow their instructions to prepare paperwork packets and application.There will likely be regulations and inspections by public health and safety agencies. If it is in the city limits, the same questions and results may apply. You may be zoned for that, in which case they will get you set up for a business permit, and advise you of whatever rules and regulations exist, including collecting and remitting TOT (transient occupancy taxes). Regulations are common everywhere regarding noise, parking, sanitation, evacuation plans, fire safety, etc. The planning, zoning and permitting staffers will want you to succeed, so definitely ask all our questions and the advantage of their knowledge and skills.

@Cereta0 I personally think they are fun and sometimes eclectic places to stay, so I do hope it works out for your. Curious if you aren't able to build due to being in a floodway since it has a great view of the water. If that's the case the city might not be happy with anything you do there. As mentioned, really need to meet with the city to see what the restrictions are for them. I also own property with an amazing view that the city won't allow me to build on. They also have really strict restrictions on trailers, can't stay in one unless it is in an RV park. They did say I could build a treehouse so I may try that.
Soooo....great idea and fun place to stay...just depends on how difficult the city is to work with on having it there. Good luck with it!
@Cereta0 You may just want to open it up for camping instead esp. if it is near a good water source. You could even build a little fire pit, and deliver some water (from those sorta NFL coolers) and some wood for an added benefit.

I hope you are having a great day.
My county (Prince William) in Virginia recently informed me that the STR trailer on wheels will only be allowed if I already have a primary residence on the property. I am not able to build a primary residence on the property because of a current septic system that is in violation of county rules (from previous owner).
It is a beautiful water view property so I plan to hold on to the property for a few more years to see if the County will change the septic system regulations.
