cannot publish my listing

i have gone through all the steps, writing description, posting photos, etc, but i am stuck in an endless loop where i am asked to move to the 3rd and final step - setting prices, etc - but when i hit "continue," i am taken to a page with that details my local laws, etc.  when i hit "accept" right back to the same page where its telling me the next step to set prices again. so i hit that and i'm taken back to the laws page again... and so on.

is there any solution to this!?
