So, what do you do when a person who booked after March 14 (on March 21), during the pandemic, makes a non-refundable booking and now wants to cancel 4 days before the check-in date due to coronavirus? Like everyone, I've lost thousands in cancellations in the last 2 weeks. According to the rules, I'm due the full amount minus the cleaning fee. Do I take it? This booking was for 17 days!

Yep! They made a booking knowing full-well what was happening with COVID. AirBNB also explicitly says that their extenuating circumstance policy does not apply to reservations made during the March 14-April 14 time period. I wouldn't hesitate to decline a full refund.

I would also tell the guest that You cannot refund them as they have chosen the non refundable policy.
Had they chosen something else, You would be able to refund them.
Thank you! Also, the guest can't leave a negative review on my listing if they never stayed there, right? I'm thinking about offering a partial refund as a courtesy. Like 25%.

The guest can leave a review if the cancellation happens on the day of check in (or within 24 hrs prior to check-in time, I'm not sure). The guest cannot leave a review if the cancellation happens before.
On airbnb it doesn't matter if a guest has ever seen the listing.
You could tell Your guest that You may consider a 25% refund. But due to the Corona-Crisis money is really tight for You at the moment and You would only be able to execute the refund 14 days past check out.

i don't know.. but they might come to your place.. make a fuss about things that is not right.. say a toilet blockage cause they put a whole toilet papper in it.. and get a cheaper place cause of the dropping price by pandemic..

i cannot agree more in bussiness sense in normal condition.. but I cannot not agree because of the evolution of situation.. I just decided to cancel a booking cause i have a pregnant staff and local neighbour..
I don't know your country condition.. but some times it might good if you heal the land first, so you can stand firm and grow..
your money might not be the currency to cheat the virus.. or might be.. this is not the only way to earn honest money..
