Number of guests allowed per habitable room vs #of guests per reservation

Hello community, I am a new host and I'm located in Los Angeles. My city recently passed a few laws regulationg homesharing. I am still confused and I would like to know if the restriction is 2 adults per room per reservation or if you can allow more guests per habitable room if they all book under one reservation. I current have one private room with its own entrance attached to the main house.
