I am a drive to location that allows pets.  I charge a pet fee, and that is disclosed on my listing.  I have been trying to use the Resolution Center for this payment, so that the charges are all on the website.
 
Recently I have been getting this message when I try to charge the pet fee.  I then end up messaging the guest and sending an invoice through PayPal.  I do not send the request at the same time as booking -- generally it is sent two weeks before the guest and pet are due to arrive.
