Rule sets

This help article says rule sets are available for hosts with minimal 6 listings.

This is not true (i have 5 and can use them).

Being part of "professional tools" i think they can already be used with 2 listings (maybe somebody can confirm ?)

But why are "professional tools" not available to everyone who want to use them ?

@Emiel1  yes, we have 2 apartments (3 listings combination) and we use a pro. h. t.
