UK hosts

Do not at present refund guests if you are a UK host. Airbnb should have insurance to cover this risk. The are passing their liability to hosts.

I'm not sure where you are going with this advice. Most hosts have no control over Airbnb refunding guests under the Extenuating Circumstances policy.

Technically they are not passing their liability to the hosts as they have no liability per the T&Cs

Advice is to let Airbnb step in and do the canx/refund.
