covid-19 25% refund payout

In Italy we are in Quarantine from almost first of May, Italian hosts lost a great deal. 
However, in 25% refund criteria, it as just mentioned for the reservations cancelled after May 14! 
in my personal experience I had almost a full booked calendar for May, but all cancelled and all  the cancellations took place before May the 1st! 
but they were all due to Covid-19. 
Is airbnb concerning different time of quarantine in different counties? or it is just about how lucky you could be to be the eligible category?
