Advice on buying new units and furnishing

I have a small space, where i initially started hosting, however I would like to grow by buying new apartments and furnishing to set for hosting, I need some advice on how to go about, currently located in Abu Dhabi and Dubai in UAE

1. Get an appropriate mortgage or buy outright 

2. buy a place that allows STRs 

3. Set aside budget to refurbish 

4. check local STR regulations 

5. set up listing in airbnb
