CITQ Permit and any thought could help for getting it for primary residence.

Hello community,
I'm trying to apply for CITQ for primary residence but in their website, it says a new law will pass by September 01st and they wont process any request by then.
Is anyone in the same position as me? 
Whats the new law gonna bring or change the existing process?

I have found nothing either on my side about the coming changes to CITQ.

please let us know more info when you will have it since September is already in 2 weeks
