Help Understanding the New Fee Structure

Am I correct in understanding that Airbnb determines the fee structure based on the day the reservation is booked, completely ignoring the actual checkout or stay dates?

So bookings made between now and September 14th will default to the old structure for stay dates in December? Guests who book on or after September 15th for stays in December would default to the new structure?
