New Rules in Abui Dhabi

So the Department of Tourism in Abu Dhabi Decide to issue a license for homeowners and hosts of short-term rentals by only hosting one property for each homeowner. 

when I tried to apply they ask me for my thawtheeq ( unique property number by the municipality for each property/home ) 

I own a one-bedroom apartment in al reem island the building is managed by 360 community they refuse to give me the tawtheeq number until i clear all the payments pending and asked me for a release of contract. 

I am fine with the pending payment but no one explained to me what it mean to be released from the contract and the fees i have to pay to 360 properties management. 

Is anyone facing the same issue?
